National Pay Scale 2026 Arrear Calculator: July-August Adjustment

Quick answer: the Service (Pay and Allowances) Order, 2026 is deemed effective from 1 July 2026. For ordinary active employees who continued to receive the 2015-scale payroll through August 2026, the arrear is calculated from the phased basic-pay increase and then reconciled with amounts already received but no longer payable from 1 July 2026, including the abolished special benefit and any house-rent excess above the amount payable on 30 June 2026.

National Pay Scale 2026 Arrear Calculator for July-August 2026

The official Service (Pay and Allowances) Order, 2026 under SRO No. 347-Law/2026 is deemed effective from 1 July 2026. For employees who were still paid under National Pay Scale 2015 through August 2026, the arrear settlement requires a reconciliation between the new-scale phased basic pay and amounts already received under the old payroll.

What is actually adjusted in this calculator?

The calculator keeps the arrear calculation separate from gross salary, net salary, GPF, income tax and ordinary monthly deductions. It first calculates the official first-phase basic-pay increase from the 30 June 2026 basic, then separately reconciles what was already paid under the July-August 2015-scale payroll to determine the cash basic arrear still due.

  • Official first-phase basic increase: first-phase 2026 basic minus the basic payable on 30 June 2026. This is the gazette-based phased increase.
  • Cash basic arrear still due: first-phase 2026 basic minus the 2015-scale July basic already paid. This prevents the old-scale July increment from being paid twice.
  • Special-benefit adjustment: the special benefit that continued to be drawn in July-August is treated as already received and is deducted from the arrear because the 2026 order treats that benefit as abolished from 1 July 2026.
  • House-rent adjustment: the 2026 order keeps house rent at the amount drawn or payable on 30 June 2026 through 31 December 2027. If the July 2026 increment under the old payroll caused a higher house-rent amount to be drawn in July-August, only that excess is adjusted.
  • Other adjustable overpayment: if a post-, office- or allowance-specific payment also rose in July-August but must remain at the 30 June amount under the applicable order, the employee may enter only that confirmed extra monthly amount. The calculator does not invent such an amount.
  • Fixed allowances that did not change between the two calculations cancel each other and therefore do not inflate the arrear result.

Why workplace location is required

House rent under the 2015 structure depends on workplace category. Because the arrear calculation must identify any extra house rent already received after the old-scale July increment, a grade and basic salary alone cannot produce one universally correct figure. The location selector is therefore the minimum additional input required for an accurate general calculation.

Why two different basic-pay differences are shown

The 2026 pay order uses the basic payable on 30 June 2026 as the baseline for the phased increase. Therefore, the official increase is calculated from the first-phase 2026 basic minus the 30 June 2026 basic. However, if the employee already received the July 2026 annual increment under the 2015 scale, that higher July basic has already been paid. For the cash arrear settlement, the calculator therefore subtracts the July 2015-scale basic already paid from the first-phase 2026 basic. These are two different figures for two different purposes, and the calculator shows both separately.

Special benefit: the main automatic adjustment

The Finance Division's 2025 special-benefit notification provided 10% for Grades 1–9 and 15% for Grades 10–20, subject to the applicable minimum. The 2026 pay order treats the benefit as abolished from 1 July 2026 and requires the amount drawn from 1 July until the order was issued to be adjusted against arrears. This calculator therefore automatically includes the July-August amount in the adjustment.

Scope and limitation: this tool is built for ordinary active government employees covered by SRO No. 347-Law/2026 and the general July-August 2026 transition. The calculator intentionally refuses a standard result for PRL, leave-without-pay, suspension or other leave situations because the gazette applies separate rules. Official pay fixation, iBAS++ and the competent accounts office always prevail.
